DNA Testing and the Border

I know this is a hot topic, so here are the facts to DNA testing at the border. I tried to only get information from creditable website and much of this information comes directly from government websites.

DNA testing at the border was used to determine if a child and parent coming to the United States are actually related. ICE (Immigration and Customs Enforcement) were the ones to administer the test to families who were suspected of being fraudulent. The rapid DNA testing is an inner cheek swab that is processed within 90 minutes. Currently, the FBI is using this technology for criminal cases. The testing has an 85-90% accuracy rating.

In 2012, the Obama administration was considering using rapid DNA testing at the border at the urging of DHS (the Department of Homeland Security). In 2014, DHS was encouraging the use of it because they suggested that 1 in 10 children coming across the border were being trafficked (hydesmith.senate.gov).

From October 2017-February 2018, DHS stated there was a 315% increase in fraudulent family units.

In May 2019- ICE actually began using rapid DNA testing for migrants seeking asylum to prove parentage of children (nih.gov). The data is stored in CODIS (Combined DNA Index System). CODIS is a national DNA system used and maintained by the FBI.

From June 2019-September 2021, investigators completed 3516 DNA tests. 300 of those came back negative for a parent/child relationship. That’s 8% that came back negative. (Oig.dhs.gov)

June 2021, President Biden signed an executive order ending the Migrant Protection Protocols. The Migrant Protection Protocols (or MPP) stated that illegal aliens who crossed the border or sought asylum in the United States had to wait in Mexico until the claim for asylum was adjudicated (or they had a formal judgement on the disputed matter).

In 2022 alone, 2.76 million migrants illegally crossed the souther border and its estimated that 60% of the minors that crossed were forced into child pornography and drug trafficking by the Mexican drug cartels.

From February 2021-September 2024, CBP (Customs and Border Protections) reported that 8.2 million migrants crossed illegally (homeland.house.gov)

On May 31, 2023, CBP ended the rapid DNA testing program due to the expiration of CBP’s contract with BODE technologies (oversight.house.gov).

Former Border Patrol Chief Rodney Scott (chief from February 2020-August 2021) stated that the Biden-Harris administration was ignoring advise from career professionals and they effecively transferred control of the Southwest border to the Mexican drug cartels.

On November 8, 2023, Texas state law 88(4) HB No 84 was introduced. This law would have allowed the DNA testing at the border. It reached 25% progression before it was killed in chamber.

The Biden-Harris administration sued the state of Texas for the use of their buoy system to prevent border crossing as well as ordered Texas to destroy the wire barriers that was put in place by the state of Texas.

March 2023, Former Border Patrol Chief Raul Ortiz disagreed with President Biden’s decision to end construction on the border wall. He retired May 2023. Draw your own conclusions on that one.

June 2024, CBP said DNA testing would still be conducted but ONLY with the consent of the adult of the minor.
